What do these mean?

Open framework — new suppliers can join while it’s running. You can usually buy directly from a supplier or run a mini-competition between them.

Closed framework — the list of suppliers is fixed at the start and doesn’t change. You buy from that set list, directly or by mini-competition.

Dynamic Purchasing System (DPS) — a supplier list that stays open for new suppliers to join at any time. You run a competition each time you buy.
